The Government of Navarra has approved the draft Foral Law governing the Agency for the Energy Transition with the aim of promoting a sustainable energy model and contributing to the fight against the consequences of climate change. The measure was already enshrined in the Climate Change and Energy Transition Act adopted in March 2022. As explained at a press conference by the Minister for Industry and Ecological Transition, Mikel Irujo, the agency will be a public institution and will be attached to its department.
Irujo explained that the objective of the agency is "to contribute to the fulfilment of foreign and state commitments in the field of energy transition, to achieve a sustainable energy model based on renewable energy sources, distributed generation and self-consumption". “It will promote and implement energy efficiency, management and savings activities and carry out energy transition studies and analyses. It will also promote the public energy initiative in all institutional areas," he
added. Among its objectives are the promotion of the production and distributed generation of renewable, wind, photovoltaic, solar thermal, biomass and/or geothermal energies, the universalization of zero-kilometre energy, the simplification of the energy sovereignty of the Navarre population and the democratization of energy.

The Zurekin Navarra coalition, for its part, has stressed in a communiqué that the decision comes two years later and has warned that the negotiations to set up the agency have been long and complicated, especially when defining the legal framework of the agency, as it was a broad framework for action.
