Working as a journalist in the world of torture means going out in the street several times with the riots. And less bad, because otherwise you wouldn't worry about yourself. No, time has not accustomed us. The pain of torture heard or read 40 years ago, 30, 20, 10... on the street, in the media, among friends, at home... is still alive in Basque society. I live and marginalized.
It is said that since 2014 there has been no report of torture, at least on issues related to the Basque conflict. In this period, in addition, the most detailed study of torture in Euskal Herria (2017) was carried out by order of the Basque Government, although only cases have been analyzed in the CAV. Between 1960 and 2014, it received 4,113 reports of torture, 500 of which were recorded on video and 202 people were submitted to a Istanbul protocol.
The Euskal Memoria Foundation has also carried out its study (1960-2013): 5,657 cases in the Basque Country, 693 of them in Navarra. In the last legislature, the government of Uxue Barkos also ordered an investigation in Navarre into cases of torture that occurred in 1960-1978: The report, which contains a total of 169 complaints, points out Interior. The foral government has acknowledged its intention to complete the work until 2014, but it is now two years since the law was passed. The Network of Torturados of Navarra estimates that there are more than a thousand torturers in the country.
It could therefore be said that some progress has been made in the knowledge of victims of torture: The investigations commissioned by the two Hegoalde Governments have taken into account that some 4,300 people have, to some extent, been tortured. A small step on the road to recognition, justice and reparation for the victims of torture, but a giant for thousands of tortured, because in their demands the most important thing is recognition: The Spanish State should acknowledge that the security forces at its service tortured him for decades, with impunity and with the participation and support of a large state network. But how do we recognize from Madrid that in the war against Basque dissent, torture was one of the most indiscriminate and important weapons?
Here is the paradox, at least in a large Basque area where the first conflict showed torture. Now, at the time of the investigations, the tortured are becoming more and more entrenched, as corresponds to the losers in the main story. There are no plates for your shout, no acts of welcome in legislative assemblies, presidencies, deputies or municipal halls, not even on the street... it would seem that the whirlwind of memory has devoured torture forever, from time to time.
