As the situation improved, the epidemiological situation of medium risk in Navarre was established on Monday and the government announced that it would make current measures to curb the coronavirus more flexible. The Superior Court of Justice of Navarre will decide today whether or not to approve the amendments that have been made to the Foral Order. They will thus enter into force on Friday, 17 September, and will apply until 30 September.
Changes affect opening hours. Hospitality establishments will be able to stay open until 2:00 a.m. from Friday. For specially licensed bars, the closing hours will be extended until 3:00 hours, and nightclubs and nightlife venues will be able to open their doors until 4:30 hours. In these establishments, the bar consumption ban is maintained but the minimum distance of 70 centimetres between customers is removed.
In addition, the maximum number of people who could gather on the street was ten. From now on, this ban is lifted. In public transport, the maximum capacity shall be increased: It will be 75% provided that the proper ventilation system is maintained.
It will also be possible to reopen the lowlands and premises of young people. But it will have to be ensured that proper use is made of the space: the owners will have to make a declaration of responsibility to the Department of Health and the local City Hall that does so.
Until now, bullfighting has been banned in spaces “not labeled as bulls”. But the Executive wants to meet with the Federation of Municipalities of Navarra and representatives of the livestock sector to decide how to organize the locks on the street. A timetable has been announced for the progressive flexibilisation of measures relating to bullfighting shows.
The latest measures implemented in Navarre entered into force on 10 September and will continue until 16 September, when the new ones are implemented. The measures that became more flexible last Friday have a particular impact on the capacity of cultural and sports activities: In the large and open spaces of more than 5,000 people, the maximum capacity has been set at 60%, and in the indoor enclosed spaces that can accommodate 2,400 people, at 40%.
