The leaders of Osakidetza have been concerned since June last year about the leaks in the last call for competition. Soto, who has been in charge for only two years, will be the second of the last two relays in the Board of Directors. The Director-General of Osakidetza, María Jesús Mujika, presented on 15 November her resignation as Director-General of Osakidetza. Soto, for his part, joined in August 2017 as Director of Human Resources, a position he held from 2006 to 2009 in place of José María Armentia. However, electoral fraud in competitions has led to changes in public office. Both in the Basque Health Service and in the Basque Health Service, both have been managing the crisis of leaks.

Thus, the Vitoria-Gasteiz Dispute Tribunal has ordered the provisional suspension of these eight examinations until the case is heard. But it will take a long time: at least until the summer.
