The leaders of Osakidetza have been concerned since June last year about the leaks in the last call for competition. Soto, who has been in charge for only two years, will be the second of the last two relays in the Board of Directors. The Director-General of Osakidetza, María Jesús Mujika, presented on 15 November her resignation as Director-General of Osakidetza. Soto, for his part, joined in August 2017 as Director of Human Resources, a position he held from 2006 to 2009 in place of José María Armentia. According to the portal Eldiarionorte.es, Soto had already been informed of leaks and irregularities before the case was made public, and has been accused of ignoring him. That is why several members of the opposition have asked for their resignation on more than one occasion.

Thus, the Vitoria-Gasteiz Dispute Tribunal has ordered the provisional suspension of these eight examinations until the case is heard. But it will take a long time: at least until the summer.
