Faced with those who claim that budgets are mathematical, we have again seen that they are a first-rate political exercise that serves to learn about the political project, strategy and culture of the parties. Apart from the possibility of transferring proposals and demands to real policies, it is clear that the budgetary moment plays a fundamental role in the direction and feeding of political strategies.

In Navarra an agreement has been reached that reinforces the composition of its institutions and the political space that can guide policies for long periods. In the Spanish State, those in Madrid are agreements that have not only ended the legislature, but have allowed the position to be strengthened in their own house, and that is not a little, because it seems that the only possibility to give continuity to the local government is to repeat the current formula. In Vitoria-Gasteiz, in the debate on the amendments to the whole, we are going to see what political proposals have in hand those which today are oppositions for government to be tomorrow. The leftist parties have shown their willingness, capacity and initiative to reach agreements, as well as their willingness to act in a scenario without agreement.

It is therefore agreements that have made possible political strategies and money to carry out public policies directed to leftist parties from the space in which they focus, in a context of knots. But, bearing in mind that for the time being – and subject to conditions – the limits and stringent controls set by the European Commission on public expenditure have been interrupted, if these are agreements and strategies that serve not to return to the policies of 2008 … then.
