Where has the first force changed?

EH Bildu has won the most votes in the previous elections in many municipalities where the PNV imposed itself. In Bizkaia this change occurred in:Sopuerta, Sopelana, Plentzia, Gorliz, Lemoiz, Gernika, Fruiz, Galdakao, Zaratamo, Zeberio, Zeanuri, Durango, Markina-Xemein, Lekeitio, Mendexa and Atxondo. The opposite is true in the following countries: Balmaseda, Orduña, Igorre, Errigoiti and Lemoa. That is, in 2019 EH Bildu won in those villages, and this year the PNV has won more votes.
In Gipuzkoa, the PNV was the first force in Eskoriatza, Aretxabaleta, Arratsalde Legazpi and Tolosa, and in the municipal elections of 2023 EH Bildu received more votes than nationalists.
In Álava the same change took place in Vitoria, Salvatierra, Iruraiz-Gauna, Samaniego, Oyón and Llodio. In Arganzon the reverse has happened: EH Bildu received the highest number of votes in the previous elections, and on this occasion he won the PNV.
In Navarra, EH Bildu has won in Tafalla, Burlada and Berrioplano; in the first two UPN it was the first force in 2019 and in Berrioplano Navarra Suma.
Changes for the benefit of the PSE and PSN
There have also been some changes in favour of the PSE.En Bizkaia has obtained the majority of the votes of Muskiz and Traypagan, in which the PNV was imposed in the previous elections. In Navarra, the PSN obtained the highest number of votes, including Sartagudo, Caparroso and Monteagudo. In Sartagudo EH Bildu won the previous elections, in Caparroso the local CPF group and in Monteagudo UPN.
UPN has been the first force in Mendavia, Valtierra and Arguedas, which had the city council of the PSN, and in the last two it has obtained an absolute majority. In Lodosa there has also been a change, as UPN has won the LOIU group that won the most votes in the previous elections.
Independent local groups
The villages on the map in dark gray show that there has been a change in these municipalities and that it has been won by some independent group of the localidad.En most of the cases, the local groups also received more votes in the 2019 elections, and this year they have been presented with a different name. It should be noted that in Hondarribia the Abotsanitz group has imposed on the PNV. In addition, these teams have won in Ormaiztegi (Gipuzkoa), Falces (Navarra) and Ribera Baja (Álava). In the previous elections to Ormaiztegi EH Bildu was the first force, the PSN of Falces and the PNV in Ribera Baja.
