The Government of Navarra establishes new restrictions to prevent the spread of COVID-19
- The President of the Basque Government, María Chivite, has announced that the measures, which will enter into force on 13 October in all of Navarre, will in principle last two weeks. Some of the measures are as follows: a maximum of six people can be gathered in both public and private roads, the capacity in the enclosed spaces will be reduced by between 30% and 40% depending on the activity, and the bars will be closed at 22:00.
The President of Navarra, María Chivite, announced these measures to the media on 11 October. The website of the Government of Navarra explains all the measures that have been taken. On that day, the highest concentration of contagion recorded so far was recorded in Navarra: 546 positive, 17.6% of the CRP performed. No more than six persons may be grouped
In public and private meetings, the number of participants shall be no more than six persons, except in the case of persons who live there.
A 30% capacity in cultural rooms and libraries
Libraries will be able to use 30 per cent of their capacity and will not carry out children's activities. A capacity of 30 per cent (up to a maximum of 100 persons) has also been set for the use of all types of cultural rooms and seats must be allocated beforehand. In the tours and guided activities the groups will be six people.
In the open-air rooms the maximum capacity will be 30% and up to 300 people can be grouped.
Interior capacity in hospitality 30%, terraces 50%
In hospitality and catering, the authorized capacity will be 30% for domestic consumption. It should always be consumed sitting at the table, both inside and on the terraces. In terraces, 50% of the maximum allowable capacity will be allowed. The groups of tables, both inside and on the terraces, shall not exceed six persons and the distance between them shall be 1,5 metres.
The use of the mask shall be compulsory at all times, except at the precise time of its consumption.
40% capacity in small, medium and very large businesses
Retail establishments and premises may not exceed 40% of the maximum authorised capacity. The same measure applies to hypermarkets and medium- and high-surface establishments.
Rules for holding trade fairs
On the markets there will be a hallway between the shops in front of each other. By this route, market users shall circulate, ensuring that the distance between them is at least 1,5 metres and that the track has a width of at least 4,5 metres. The adjacent seats shall include insulating elements which are independent from each other or, if not, with a minimum separation of 1,5 metres from each other.
Bars must be closed at 22:00
Catering and catering establishments must close at 22:00 hours, including eviction, except for those serving food at home.
Gastronomic societies should be closed, except those which are the only meeting points of the municipality
Gastronomic societies and peñas must close and suspend the activity, except in municipalities and councils of less than 500 inhabitants (where there are no cafes, restaurants and bars and they are the only meeting places for the whole population). In such cases, they shall comply with the criteria laid down for hospitality establishments.
Funerals of 25 people in open spaces
In burial and in evenings, concentrations of persons shall be limited to 25 persons in open spaces and 10 in enclosed spaces. The maximum number of attendees shall be 15 persons.
In the celebrations 12 people inside and 18 out
In the case of celebrations such as weddings, communions, baptisms, consolidations and other social, family, religious and civil celebrations, and in general concentrations that may be held after the ceremony in hospitality establishments and restaurants, general interpersonal security measures and, in any case, distance of 1.5 metres shall be respected. Under no circumstances may there be more than 12 people inside or more than 18 people outside. The use of dance venues or other designated areas shall not be permitted for this purpose.
30% of the maximum allowable capacity can be used in the areas of worship, always complying with the 2.25 square meters standard for each user.
Sports facilities with a capacity of 30% in and 40% out
The activities carried out within the sports facilities shall not exceed 30% of the maximum allowable capacity and 40% in the exterior.No the use of dressing rooms, showers and fountains shall be permitted. The groups of fiscal exercises conducted in closed spaces will be of a maximum of six people, making the use of a mask mandatory.
There will be no spectators in professional sports activities.
Betting rooms must close at 22:00 hours
Gambling and betting establishments will have a 30% capacity and will have to close at 22:00 hours, including eviction.

Chivite has recognized to the media that the evolution of the pandemic in Navarre is bad and that it is necessary to “significantly reduce all activities that are not essential during the fourteen days that have come, in order to improve the situation and better cope with autumn and winter. This is a serious moment, but we are still on time. We don't want to go to a harder stage. Our philosophy is clear. We're not going to take for granted a percentage of people who have to die or get seriously ill so that most of them continue their lives as if nothing had happened. Because it's happening. Every life has value. All lives have to be taken into account. And every death is a tragedy, a drama, and we refuse to acknowledge that it must be like this. This Government will continue to fight, put in place measures and resources to save lives and protect the health of all citizens.”
