The Council of Euskalgintza and the Observatory on Linguistic Rights registered their contributions on Wednesday at the headquarters of the Government of Navarra. The Government of Navarra has presented the proposal of the Basque Country's Second Strategic Plan, but both institutions have criticised the lack of "courage" and 67 amendments have been registered.
They remember that language policy is based on three pillars: regulation, planning and resources. In this regard, they have stressed that no regulatory changes have been made, but that there have been "setbacks" over time. In his view, this means "the perpetuation of violations of rights", and new measures have been put on the table to deal with these "injustices".
Two thoughts are also included in the input document. For example, Council Secretary-General Paul Bilbao has warned that the definition of rights “cannot vary according to the consensus of the moment”: “At present, language rights are already defined in general and by areas, and cannot be limited by the path of possible consensus”. In this sense, they have called for "comprehensive pedagogical work" around these rights.
Lack of precision
With regard to the measures put forward to the plan, the main amendment was that it "needs clarification" and asked the government to act with "ambition" and make a leap in language policies. They propose changing the verbs of content: instead of "examining" or "helping," "guaranteeing," "doing," or "ending." Moreover, some of the measures provided for in the previous plan have been recovered, as they have not yet been implemented, on language clauses, contracts and subsidy criteria.
The Navarra Federation of Municipalities and Councils was born with the objective of "protecting and promoting their shared interests and local autonomy". A Communication Officer will soon be selected who will have to master Spanish and Basque.
