Grande-Marlaska states that the approaches will be analyzed “on a case-by-case basis” and that “the situation of each prisoner will be analyzed” before the decision is made.
At the same time, the minister has made it clear that approaching is not “an advantage”, that advantages are “other things”. He points out that the policy of dispersion is not a penitentiary policy, but an anti-terrorist policy that has “succeeded” in ending ETA.
