The agreement could not be reached at the EU summit. The meeting in Madrid (Spanish State) ended on 13 December and the agreement was finally announced on 15 December in the morning. Although the meeting was held in Madrid, the meeting was organized by the Government of Chile.

U.N. Secretary General Antonio Guterres has shown his disappointment at the death of his son: “The international community has lost an important opportunity to demonstrate greater ambition in the fight against the climate crisis, mitigation, adaptation and organization of finances.”
According to Greenpeace, the agreement is disappointing: “Governments have to see how they have acted because the end of this COP is absolutely unacceptable.” Greenpeace’s director-general, Jennifer Morgan, has said that countries have not lived up to citizens’ demands: “Climate blockers have carried out scientific warnings and calls from society.”
