Vocational Training Teachers will continue to be housed at the Mendizabala Institute in Vitoria-Gasteiz
- On 9 January the lockdown that is taking place at the Mendizabala Institute in Vitoria-Gasteiz began. Following a meeting with the Department of Education, another meeting was convened next Monday to deal with cases of terrorism in the Basque Country. Meanwhile, lockdown is maintained.
Several professors of Vocational Training from Álava, Bizkaia and Gipuzkoa began a lockdown at the Mendizabala Institute on 9 October. And when two weeks are over, they have declared that they will continue the lockdown.
Teachers have reported that after a "long silence" of 18 months, on 11 January they had a meeting with the Department's management and the technical professors working in the three countries made a positive assessment of the meeting. “We are also clear that this meeting has been convened by the lockdown we are holding at the Mendizabala Institute.”
At the meeting, the Vocational Training teachers explained to the Administration what the “defenselessness” is. In this regard, the staff management committed itself to finding a satisfactory solution to our problem within 15 days and called on the teachers to a new meeting on 28 January in Lakua.
“Until then, the technical professors of Álava will continue with the lockdown we carry in the Mendizabala school from January 9. We hope that the Department of Education will make a proposal that will provide a dignified solution to our situation.” In the meantime, they will continue to sleep there.
One of the main demands is: They ask the Vice-Minister for Vocational Training of the Basque Government, Jorge Arévalo Turrillas, to take the necessary steps to stabilise the situation of technical teaching staff. The reason is another: in the future these teachers will not be able to opt for the Public Job Vacancies of the posts they currently occupy in Álava, Bizkaia and Gipuzkoa.
These teachers believe that the situation of Vocational Training is "good" and that one of the main assets for this are the professionals who work in public centers of Vocational Training. In addition, they have pointed out that in the evenings they are the same ones that recycle professionals and unemployed, and they have pointed out that they are not the same.
As they have denounced, at the heart of this system are the technical professors, who have a more practical profile and who contribute their bit of sand. “These teachers have been trained in Vocational Training centers and they return to these classrooms what they learned, often adding the experience gained in other jobs.”
In 2007, Royal Decree 276/2007 was published, with the following title: General regulations for admission, access and acquisition of new acquisitions in the bodies of officials and specialties that therapeutically and arbitrarily re-parametrize in its annex VI the Body of Technical Professors of Vocational Training.
In other words, this Royal Decree indicates the path to be followed by the Administration when it convenes public employment offers.
The Public Employment Offer convened by the Department of Education in 2018 implemented Royal Decree 276/2007. “It has to be said that this application has taken place 11 years after the entry into force of the Royal Decree,” the professors have censored. “From now on, the technical professors who make replacements have been left without any kind of protection.” From now on, these teachers will not be able to present themselves to the public offers of places they currently occupy in Álava, Bizkaia and Gipuzkoa.
“We are doomed to make substitutions at best… Or we leave ourselves out of the education system”
Teachers, meanwhile, face a paradox: “The teacher replacements that are presented to the Public Employment Offer are made taking into account our competences. Not to participate in this Public Job Offer”. As if that were not enough, they recalled that in the last 11 years the lists of substitutions have been opened on several occasions, offering the possibility to access them to the people who have studied Vocational Training.
At the moment, the Basque Government’s Department of Education has established teachers through the Public Job Offer system and will begin to reward their participation in it. In the meantime, these teachers will not be able to participate in it.
“In view of this, the technical professors are unprotected. Our situation is going to become worse and worse, as the points obtained over the years will not be enough to go beyond those who have taken out the Public Employment Offer or pick up the points. We, at best, will be condemned to make replacements or we will stay out of the education system”, they have concluded.
