The Council, in its press release, explains the progress made in the last two years. On 16 December 2021, various actors appeared on the consensus reached. The Council of Euskalgintza, one of the most important educational agents (Euskal Herria)
The trade union majority of educational staff (ELA, LAB and STEILAS), cultural agents (AEK, Elkar, Euskaltzaleen Topagunea, Euskal Herrian Euskaraz, Hezen, UEU…) and cultural agents made a joint claim. They asked the new Education Act to “overcome discriminatory linguistic models” and “generalize an inclusive learning model centered on the Basque language”.
In the Council’s view, the proposal they have been advocating for two years “is not a whim”. He argues that the 40-year experience has shown that “the model-based system has not served to euskaldunify generations as a whole.” He also adds that these linguistic models “are a tool of segregation and the right to the acquisition of the Basque language is denied to thousands of children”.
For the Council, the law does not include the main demands of the agents, such as that the Basque language is the general language of teaching, the mechanisms for external evaluation of the competence in the Basque language of students, the exposition of hours in each language, etc.
The Council of Euskalgintza collected signatures requiring education to have more Euskera, and on 20 November presented in the Basque Parliament more than 20,000 signatures of citizens.

The recently passed Education Act is as bad as it is new. Throughout the processing process there has been a broad social sector against the spirit of this law, and this opposition has been greater in the face of its adoption. We want to make public the assessment and reflection... [+]
The new Education Act, which had to be born of consensus, was adopted in anger and disagreement. The lack of agreement is due to the public-private question and linguistic models. A lot of pity.
