Government spokeswoman Meritxell Budó made these statements at a press conference on 11 April: "If, as of Tuesday, there is a recurrence of coronavirus in Catalonia as a result of the entry into operation, those responsible will be those who have taken the measure. We're not in a position to do lockdown with guarantees." It requires the President of the Spanish Government, Pedro Sánchez, to demonstrate on what basis his decision is based.

According to the media Villaweb, the Councillor of Health of Catalonia, Alba Vergés, has assured that "Catalonia is reaching a high point in the curve of those infected by coronavirus" and therefore, de-escalation now "puts citizenship and the health system at risk". Vergés has asked the Government of Spain to reconsider its decision to lift the total lockdown next week. He believes that if current forecasts are maintained, the containment could be relaxed by the end of April. "The rush is not worth it, the calendar does not mark it in the Holy Week, as this virus does not understand it as a holiday day," he added.
Vergés has submitted to the Spanish Department of Health a four-point plan for the departure of Catalonia from the lockdown, which he will not be able to implement.
