In the referendum, citizens will be asked if they want Catalonia to be an independent republic, to be announced in advance by law. In the event of a positive victory, the law provides for an immediate declaration of independence by Parliament. In the negative case, the government should issue an election call.
The new law foresees the creation of the Electoral Commission of Catalonia and establishes the need for all institutions to support it. Among other things, the municipalities must make available to this commission the polling stations and other materials normally used in elections. The Spanish government has already sent letters to the Catalan municipalities saying that they cannot provide any support for the referendum, which is “contrary to the Constitution and the Statute of Autonomy of Catalonia”. The four Catalan deputies and 42 valleys have also received the letter.
In the presentation of the Referendum Law, it has been said that if a municipality did not leave a polling place, the Generalitat itself would be responsible for this task.
