Association March 3 recently explained that 2024 should be "the year of progress", especially to launch the Memory Space planned for the church of San Francisco in the neighborhood of Zaramaga. But it does not seem to be easy, because the Basque Government has declared it impossible for EH Bildu to negotiate with the Spanish Government the EUR 600,000 reflected in the General Budgets of Spain.
According to Naiz, EH Bildu parliamentarian Julen Arzuaga has answered a question from Government Minister for Equality, Justice and Social Policy, Nerea Melgoa. It says that the government "cannot" use this item because it is not "owner or beneficiary of the building and has no transfer or use". In addition, the counselor recalls that it is not foreseen in the future because the Church is committed to ceding the use of the building to the March 3 Foundation.
These EUR 600,000 could therefore remain unused and the Memory Space project risks remaining paralysed. Another obstacle that the project has encountered along the way is that, in addition, with the division of the land or the creation of the foundation, important advances have also been made, due to procedures and political decisions.
Partnership 3 March is not halted
On the contrary, the work of Association 3 of March has not stopped to recover and protect the memory of the 1976 massacre of workers in Vitoria. They report the upcoming launch of the technical group of materials documentation to fill the Memory Space with content.
In addition, in 2023 the tours of the Zaramaga district had the largest number of visitors of all time: almost 3,000 people have known the place and first-hand testimonies in the 67 guided tours that have been organized throughout the year. It is precisely this year that 25 years have passed since the constitution of Association 3 March.
