Hard fines for several drivers who collapsed the Behobia called for by the Basque Tsunami
- The Ertzaintza has sent fines to participants in the "Operation Caracol", which has been developed in France. In addition to a fine of between EUR 500 and EUR 200, they involve the loss of between six and four points of the driver's license.
On November 12, 2019, the newborn Basque Tsunami called the collapse of the Behobia border. Operation Caracol was the name that gave the initiative. Organized by the Catalan Countries' Democratic Tsunami, citizens blocked the border with Jonquera during those days. Hundreds of drivers responded to the call of the Basque Tsunami, several kilometre withholdings were formed in the areas of Behobia and chaos prevailed for several hours.
“Very serious” infringements
After months, the fines have reached several of the citizens who participated in the mobilisation called for Thursday. ARGIA has had news of three, but it is to be assumed that they are not the only ones. The three vehicles have been installed on the Ap8 highway, in the Iparralde sense, from Hego Euskal Herria. Two of the sanctioned are charged with a “serious” violation: “Disobedience to the orders of the agent”. Sources from the Ertzaintza have explained to Argia that they did not receive any order from the Ertzaintza in the course of the protest. All three have been condemned with EUR 200 of financial penalties and four points of loss of driver's license.
The third fine is more serious. The driver is charged with a “very serious” infringement: “Risk in traffic”. The driver has denied ARGIA that it has created a risk situation – and that it was formed that afternoon –. The ARGIA journalists followed the mobilisation both inside and outside, and saw neither a point of danger nor a concrete moment. Nor did the Ertzaintza and the Basque Government report anything. In any case, the penalty is EUR 500 and the six-point penalty on the driving licence.
“We respect the protest”
Since the call was made public, Operation Caracol had a great impact. The spokesman for the Basque Government, Josu Erkoreka, called for respect for "the right to free movement". Asked whether the Government was going to take any action, he replied that he would “wait.” The Deputy of Governance in Gipuzkoa and foral spokeswoman, Eider Mendoza, said that she “respects” the right to protest.
