The City of Pamplona regulates tourist homes and hotels with a long rope
The regulations approved this Thursday by the City Council of Pamplona/Iruña reflect the increase in tourist accommodation during the last years. This increase mainly affects the Casco Viejo district and in recent years several neighborhood associations have asked the city council for regulations to stop this growth.

The regulation now adopted provides that tourist accommodation may only be installed on the first floor of the buildings and provided that they do not occupy more than 25% of the property. The regulations are oriented towards the Casco Viejo, and in this case, for example, it prevents someone from buying – as is happening – all or part of the building and using it as a tourist dwelling.
On the contrary, the regulations run the risk that the first plants will be tourist or can drive it forward. In two- or three-storey buildings it will be difficult to open new ones if there is one before, but most of the buildings in the Casco Viejo do not have tourist homes on its first floors and they will be able to do with this regulation.
According to data from the Government of Navarra, in 2017, 295 homes, accommodation, hotels and the like were registered in Pamplona, of which 140 were in the Casco Viejo, which represents 47% of the total. It is also known that there are many other homes that cultivate tourism but are not registered.
Among other things, in recent years tourism has influenced the increase in housing rentals in the Casco Viejo, and it has been a large part of the population that has been forced to leave the neighborhood, especially immigrants or young people. As for accommodation and hotels, the recently approved regulations provide that they can be carried out in any building, provided that they do not reach more than 25% of the block.
