Good Friday agreement as a reference in the PSOE-Junts negotiations
- The PSOE and Junts have long been negotiating the support of this last investiture session. The Good Friday Agreement, which was developed in 1998 to channel the conflict in Northern Ireland, as May shows this Thursday, has been brought to the table in the cooking works.
Next week, the first investiture session will be held in the Spanish Congress on 27 September. The King of Spain commissioned Alberto Núñez Feijóo, leader of the PP, and although he will fail in the absence of four votes, he will launch an election watch. If there was no agreement on the constitution of the Spanish Government by 26 November, new elections would have to be called.
According to the newspaper mentioned, Junts did not want a kind of Magestic Agreement signed in 1996 by Convergence and the PP. According to this agreement signed by Jordi Pujol and José María Aznar, Convergence supported the PP government in exchange for a financing pact and several transfers. As for amnesty, the jurists on both sides are preparing the text of the bill that the Spanish Constitutional Court could not reject. It is a very thorny issue in Spain, but many experts insist that it would not be the hardest. It has already been interpreted that Pedro Sánchez’s statements from New York go in that direction, when he says that he has always argued that a political process such as Catalan should not end in judicialization.
Mediator
In the field of amnesty, Junts wants to leave the bill on track before the investiture, but for the PSOE this is impossible, both for terms and for forms. Leaving the agreement together, the PSOE would leave the law to be processed after investiture. Conversely, Junts would only accept that if the PSOE accepted a specific date to bring the law before the agreed mediator.
In the shadow of all these negotiations there is also competition between Junts and ERC. On Tuesday, Oriol Junqueras, head of the ERC, commented in the Congress of Deputies that the amnesty was agreed, and although the political and media right has requested it, the PSOE has not yet overturned Junqueras’ words. In the Amnesty negotiations, the ERC would be more flexible than Junts and is prepared to agree on an amnesty timetable without any other conditions.
