Just COVID-19?
In these difficult times, when COVID-19 and its consequences (especially for the public school) seem to be the only issue, and with it it seems that we want to cover everything, it is worth recalling once again the main problem that underlies the carpet of our Basque educational system: school segregation. The Basque School Council, Save the Children and all public education officials have repeatedly denounced that the public network continues to suffer every day, but there is no desire to find a solution to this problem.
School segregation: the shame of our education system

In the CAPV, the concentration of students of low socioeconomic level affects 46.6% of the total centers, and 88.9% of these centers of very high concentration are public owned, according to Save the Children (2018). The situation is still getting worse. What's that like? It is the direct consequence of the denial of resources to public schools and the over-financing of concerted education, of the latter, to the detriment of common education. The Basque Government assumes the role of an impartial judge, treating the two totally different networks as if they were the same; thus, the years and the false freedom of choice of the center allow the growth of school segregation as if it were a natural or inevitable phenomenon.
As a result, almost half of the CAV's educational establishments (financed with all money) continue to opt for "voluntary", because they are illegal, resulting in real discrimination between the families they can choose and those with no economic potential, i.e. creating a gap, social separation between the centres, segregation.
Propaganda plans
Faced with this socially unjustifiable reality and the continuing complaints that are fired year after year, the Basque Government has wanted to clear its face with documents and plans that claim to defend diversity and inclusion but do not question the reality of this unbalanced and discriminatory public-private system, and that do not come to the root of the problem:

the partnership agreement (July 2019) included only welfare measures of a social nature, and only in Vitoria-Gasteiz (the report prepared by the local Interinstitutional Bureau is in a drawer). In the same month the project was launched, which is implemented exclusively in the six educational centres of the CAV, some of which denounced the lack of additional means to carry out the project. It is appropriate to read the conclusions of the Jaume Boffil Foundation, which promotes the Catalan experience of Magnet, which insist that segregation will not be paralysed if the Department of Education and the City Council concerned do not take specific political measures against this segregation. Educational policy measures not applied.
In short, plans on paper, intentions, nice words, half-measures, but without putting in place the necessary means to implement them and without real measures to reverse the discrimination generated by this system. Consequently, it is the professionals and families of education, with their involvement, who take charge of the management of school segregation, which affects the entire educational community and its social environment.
Let us remember that the Basque Government (PNV-PSE) addressed this issue in September 2018 by rejecting the processing of a People’s Legislative Initiative (LSI) promoted by the Zubiak Eraikiz platform and supported by more than 17,000 citizens (who intended to promote the debate on minimum conditions for moving towards a more inclusive and non-segregating educational system).
There are solutions
There are many measures that can be taken in the next enrollment campaign, a key moment to avoid increasing the annual segregation generated: the creation of single registration offices in each municipality for a balanced education of students

to guarantee and, at the same time, manage the out-of-date enrolment of the students; categorical prohibition of collecting "voluntary contributions" to the families of the centres supported by public money; changes in the admission scale, eliminating the income and the point of free disposal of the centre; control of ratios of students per class in the concerted network; provide the public network with more means and staff (inclusive network, universal, main engine).
It is time to rethink the Basque educational system that generates segregation year after year and does not meet the inclusion objectives that Basque society demands and needs. Look and change reality. Social awareness is needed to put an end to this most shameful reality in our society.
