We want to change the city at its root: residential sovereignty

  • We want to change the city at its root, we claimed it two years ago. In 2016, the Abian Gogoetak program prescribed the Bir-fundazioa foundation of the Abertzale left. There was an urgent need to adapt our political action and organizational models to the economic situation, for which a radical change was essential. Almost six years after its constitution, we were back in the process of reinventing ourselves, and at Donostia, in addition to ourselves, we began to think about fundamentally changing the city.

In order to share and consolidate the conclusions of the Reflection and Internal Debate process with as broad a militant base as possible, the process was presented to us as fundamental, as it is carried out from a vision of the city of San Sebastian. Donostia is a city, Donostiarras live in the city, and like then, we are now a citizen of context. That is, a context with the same characteristics as in the urban environments of Western societies.

These changes are not random realities. Things have not happened, quite simply. On the contrary, they are the result of a concrete economy and, more specifically, of capitalist production of space, a generalized spatial condition in the new regime that entrepreneur and researcher Ivan Miró call tourist property accumulation. Financial capitalism has characterized the last cycle of expansion of the world economy and both the production of space and the associated processes are precisely the forces that have led the financial logic to the center of the economy: market-oriented spatial production is the material basis of the financial economy and urban speculation the main raw material of the financial market. Space has gone from capital accumulation support to stockpiling raw materials. The territory and the city, on the other hand, from the stage of class struggle to the objective of class struggle. The city has become a place to perpetuate the power relations between classes, the canvas on which the discourses and narratives that legitimize these power relations are written. If space is the main raw material for the accumulation of capital, that is, the main element for the oppression of expropriated classes, the objective of the current Class Struggle will be the socialization and collectivization of the production and management of space.

We ourselves want to make the decisions that affect us in all areas of our lives. We want full sovereignty: housing sovereignty, food sovereignty, health, culture... and to do so we organize ourselves free from the forces that want us to condemn individualism
and market dependence.

We want to change the city at its root. In the face of the forces that exercise social, economic, physical and cultural control over the lives of citizens, we must seek ways to own ourselves; for sovereign life is the only life with dignity. And with the collective exercise that we call the City from Erro, we draw the direction for the social intervention that will develop in the future in Donostia. The social reappropriation of the city in the center and the urban strategy for the development of the Transformative Independence Process in the metropolitan context, whose objective is the Basque Republic. And we say that it is transformative, beyond the mere progressive management of the situation or established reality, because we propose the action that we propose in the direction of carrying out the anticapitalist alternative. To this end, our actions will be guided by the following basic criteria: redistribution of wealth; progress towards forms of non-private property (community, cooperative, municipal…); development of non-exploitative productive processes (non-capitalist, non-patriarchal…); community planning, that is, to promote processes that prioritize the community against the individual (since societies are not the mere aggregation of individual behaviors, but the possibility of projecting our hierarchies);

We ourselves want to make the decisions that affect us in all areas of our lives. We want full sovereignty: sovereignty of place, food sovereignty, health, culture... and to do so we will organize ourselves free from the forces that want us to condemn individualism and market dependence. With the aim of recovering the sovereignty of local or neighborhood communities, that is, of our lives, in all the keys that affect the development of life, two years ago we committed ourselves to create, create and promote open spaces for debate, proposal and transformative action. And today, here, in this Donostia that dominates and ejects the neighbors without rest, we invite to organize the first space for action: Residential Space Sovereignty.

A housing policy based on sovereignty and people has to do not only with the right of citizens to decent and adequate housing, but also with the right of the working class and sectors to decide on their own housing supply system. Therefore, we understand that the concept of Residential Sovereignty exceeds the physical limits of Housing. That is, by putting the attention of the citizens in the keys that affect the social structures, it allows to understand the different manifestations of the case (evictions, residential alienation, subhousing, rehabilitation, evictions, massification…) and extend our activity beyond the four walls of the housing to the local and neighborhood communities.

The dissemination, development and intensification of this type of practice will generate and show new contradictions, precisely through initiatives/alternatives that will overcome these contradictions: on the one hand, that the only way to spread and generalize sovereignty is through political sovereignty; and on the other, that the only way to achieve political sovereignty will be through the acquisition of multiple (re)sovereignty. This new link between discourses and transformative practices and the demand for political sovereignty is our contribution from Donostia to the effort to organize and democratically develop Euskal Herria as an autocentric community.

Moving us?

Euskaraldia comes back. Apparently, it will be in the spring of next year. They have already presented it and the truth is that it has surprised me; not Euskaraldia himself, but his motto: We'll do it by moving around.
