Department of Education in Vocational Training: unconcealed
The Department of Education released vocational training data this weekend. In a newspaper in Álava, those corresponding to the Basque language were collected, that is, this year 41% of the students attend professional training in models B or D and four years ago they were only 25.13%. The Basque people are therefore rising.
With this data, the Department intended to hide the evolution of model D: four years ago, in the 2016-2017 academic year, model D stood at 20.71%. And in 2012-2013, 24.10%. Perhaps, instead of evolution, we should talk about the situation of model D, which is in a state of stability. For this reason, for the first time this year, Model D is the smallest mid-level vocational training model. So far it has always been the second behind model A; now it is the third.
But since the Department of Education refers to the data, you have to go to the sources and take the job of analyzing them. So, and…
The first of the surprises has been the very designation of linguistic models. In Children, Primary, ESO and Baccalaureate, in all cases, there are models A, B and D, and Rest X (none in Basque). In Vocational Training they are called: A, A+ and D. Model B does not appear in the official registration data of the Department of Education in vocational training.
The first question would therefore be, what does that Model A+ mean? Law 1/1993 of the Basque Public School defines the models as follows:
"Model A; the subjects will be taught preferably in Spanish, with the possibility of imparting several activities or themes in Basque.
Model B, the subjects will be taught in Basque and Spanish.
Model D, the subjects will be taught in Basque".
Second question: In this model A+, how many subjects are taught in Basque, how many in Spanish and how many in other languages? In fact, it is enough to take a tour of the website city-garden to see that in the offer of vocational training there is also 3L. In 2009-2010, 22.60% of the students underwent secondary vocational training in model D. In the 2019-2020 academic year, 22.07% went back half a point, 0.53%, in ten years. During the same period, model D increased by 15.73%. What is the reason for the setback in vocational training at a secondary level?
As a result, another couple of questions: Why do students in Model A+ enter Euskera students? Are they also counted among those who study in Spanish? If they are not accounted for, why not? Do they do more subjects in Basque than in Spanish? And another: Do Model A students learn anything from Euskera? Isn't ESO's Model A for vocational training X?
Third question: Multilingua English and students enrolled in models of this nature, where are the registration data collected? In model A, in model A+ or in model D? Why are they not included in a special column?
There is also a fourth question: Course 2018-2019, 4th year. In ESO, 66.12% of the students were in model D. So far this year, in the 2019-2020 academic year, 67.39% are studying Baccalaureate in model D. In the same year 2019-2020, 77.34% of the students of Vocational Training of Middle School are taking the 1st course in models A and A+. Only 22.65% attended the 1st Middle Level Vocational Training in model D. How is that possible?
The fifth issue comes in a very special way: ten years ago, in 2009-2010, 22.60% of the students attended Secondary Education in model D; in 2019-2020, 22.07%: in ten years, the only model in Euskera regressed half point, 0.53%. During the same period, model D increased by 15.73%. What is the reason for the setback in vocational training at a secondary level? And, incidentally, what concrete measures will be taken to turn it around, if any concrete measures had been planned?
The Department of Education wants to hide the reality. Model D does not advance in vocational training, nor does a third of everything in the other stages is dedicated to vocational training.
The Department of Education has dismissed (in the V Basque Vocational Training Plan) its intention to boost model D and, now, to suggest that something is being done, has named the students of model A+ as students of Euskera.
The Department of Education is concealing without concealment.
