A conflict arises between the Citizen Security Area of the City Council of Bilbao and the Municipal Police of Bilbao. In fact, in May the Human Resources of the City Hall and the Department of Citizen Security convened the Staff Commission of the Municipal Guard to the negotiating table, composed of representatives of the unions ELA, LAB, SVPE and CCOO, to present the report that justified the change of schedule. Following this meeting, the Staff Committee informed Naiz that the aim of the change of schedule would be to reorient more agents towards nights, weekends and holidays, reducing the number of workers to work weekdays. Applying the new schedule, agents would work on five-week cycles instead of seven weeks.
The Municipal Guard showed disagreement with the proposal. Even as the Staff Committee informed the media, the proposed modification of the timetable has triggered the conflict between the two parties. "In recent times the City Council has adopted a series of measures that are deteriorating the Municipal Police, along with the "service to citizenship", Naiz said. The proposed modification of the timetable would therefore be a factor which, according to the municipal police, has been a dispute over the measures taken previously.
Thus, the Municipal Police of Bilbao has decided to strike. However, they will not use the traditional model of strike to protest, but the "Japanese". Instead of stoppages, they will continue to work more rigorously, their pressure strategy will be to rigorously enforce traffic regulations and municipal ordinance, putting more fines on the citizens. In this way, the citizens are angry and their discomfort is transferred to the City Council of Bilbao and the Department of Citizen Security. In other words, through fines, their aim is for citizens to be the ones who protest instead of them.
ELA reports that the reason for launching the protests is the failure of the negotiating tables. Indeed, the Works Council has renounced the five-week cycle schedule. However, they leave the door open for negotiations: "The Staff Commission is ready to continue negotiating in the hope that the Department of Homeland Security will overtake the present rigid position, without compromising workers' rights."
