Since 2003, the Steilas trade union has given priority to the fight to defend the first cycle of Early Childhood Education (called “0-3”). The complicated management of the 0-3 cycle initiated at that time has been extended to the present day. During all these years, most political parties have expressed their will in different formats in favour of the dignity of the cycle. The Government parties have now committed themselves to setting up a working group that takes fixed steps in the same direction and in the same direction. In addition, we have achieved our place in this working group: for the first time, together with the administrations that manage the 0-3, we too, the whole community 0-3, will participate through the Platform 0-3 of Navarra.
The Department of Education will also modify its structures this year: Cycle 0-3 goes from the Department of Education to service. We will be vigilant that structural change does not become anything, and will not miss the opportunity to be a solid basis for common and public management. To this end, the person responsible for the leadership of this service should be dressed in the cycle: knowing the development of boys and girls, not only in theory: With 0-3 boys and girls it must have exercised the pedagogical practice. Likewise, the management of the cycle and the knowledge of the regulations of Navarre are fundamental to the Steilas union.

Of course, to make any change, it is essential to have an economic item. EH Bildu has earned an additional EUR 1,400,000 in the budgets negotiated with the government for the next school year. Given that this amount of money is limited, and even though it is a small step, the important thing is that it is strong and stable. During the two years remaining for the end of this parliamentary term we will strive to achieve feasible objectives on the following points: the reduction of ratios and tariffs, the unification and improvement of the conditions of professionals, and the elaboration of a common and own agreement.
Thus, our claim to allocate 6% of GDP to education is fundamental in this educational cycle to ensure universality, free and bilingual.
Investing money and improvements in the Cycle 0-3 will help prevent future learning failures, learning difficulties and social conflicts. 0-3 performs preventive work that helps balance mental and emotional health. In short, investing in 0-3 makes the citizenship of the future healthy. To this end, it is also essential in this cycle of defence of public services.
This implies the development of feminist policies and economies and the equal consequences: to give the dignity that malicious management has taken away from a highly feminized profession for years. All this is the responsibility of the political representatives, we have laid the foundations and Steilas will be careful to ensure that the rights of children and workers are complied with in the best possible conditions. Now is the opportunity.
