Navarre regains traffic competition by July 2026, after complying with the ruling of the Supreme
- The Navarre delegation of the Transfer Committee met this Thursday and the government teams supported the Supreme Court’s proposal for a transfer. The deadline for completing the necessary formalities is extended in order to recover traffic competition with full guarantee. The next committee will be held on 23 July.
The Organic Law of Reintegration and Amejoration of the Foral Regime of Navarra, LORAFNA, was the last request of the Supreme Court for Traffic Competition, in understanding that it was not a “proper legislative mechanism”. The Government of Maria Txibite committed itself to this. The Member of Gipuzkoa has today taken a formal step in the follow-up to the transfer to the Foral Community of exclusive competence in the field of traffic.
As explained by the Vice-President of the Government of Navarra and Minister of Presidency and Equality, Felix Taberna, “with a majority attitude will continue the sentence, we will amend the law and we will open a deadline for the formalities”.
This position will be forwarded to the Transfer Committee, in the committee comprising the Spanish Government and the Navarra Administration, which will be held next Tuesday. And two years later, by July 2026 at the latest, the competition for Traffic will fall to Navarra. Within this period, all the necessary formalities for Navarra to recover the full capacity of Traffic can be carried out with all guarantees. The computation will begin in January 2025, when the improvement of the Law materializes and is published in the Official Bulletin of Navarra.
Among the adaptations, the agreement states that "in addition to the powers and competences it has had so far, it is up to Navarre to implement state legislation, as well as to monitor and control traffic". Moreover, in order to have access to the function of detection of violations, it is necessary to amend the Organic Law, regulating the powers of the Foral Police in accordance with the provisions of LORAFNA. Thus, Navarre will not start collecting traffic fines until 2026, one year after the planned and in a progressive process.

Laura Aznal applauded that EH Bildu took "one step further", but regretted that the deadlines were "delayed" and delayed.
