The EAJ-PSE project aims to have the Gipuzkoa Waste Master Plan made into law by the end of the Zubieta incinerator and the infrastructures that must complement it, such as the TMB, the treatment of scorpions, etc., that will contain the PIGRUG 2019-2030 (the GHHKPO in Basque is not used by anyone but in documents created in Spanish and translated into Basque). This is what Congressman José Antonio Asensio has promised in his advance to the press.

It is estimated that Gipuzkoa will reach 65% of its recycling rate by 2030. To make a comparison, by 2030 it will take 21 years to have recycling rates close to 80% Usurbil started in 2009 in the generalized thematic collection (Door-to-Door).

Asensio places the new PIGRUG in the parameters of the circular economy and the policy of limiting climate change and also mentions the zero waste objective. However, the Spanish version has an illustrative detail that the Basque version does not have when referring to a system without landfill: as it says in the Basque language "that will result in the emission of 0 garbage", it says in the Spanish language "a vertido 0 of primary waste". Therefore, as the Biscayan authorities have done before, the Gipuzkoan authorities have also decided to consider the ashes and escort generated by the passage through the incinerator (25% of the incinerator) as zero waste.

At the forefront, Asensio said that “the new plan (GHHKPO 2019-2030) will close the cycle of recycling and waste recovery, leaving Gipuzkoa ready to face the challenge of the circular economy and climate change.”
