The 2016 Strategic Grant Plan of the City of Getxo approved aid to alleviate the expenses faced by family members of prisoners as a result of the dispersal, resulting from the budget agreement between EH Bildu and the government team (PNV-PSE). The Abertzale coalition recalled that the aid was intended for relatives of prisoners held more than 250 kilometres from Getxo (Bizkaia).

According to the Council, the budget for this purpose was EUR 40,000 and, in total, EUR 14,040 was allocated, compared with EUR 14,040 in 2016, when families received only this aid. In fact, he regretted that in 2018 the government team agreed with pp to "not give aid to deal with dispersion". However, these aids were still included in the Strategic Plan, "although they have not been granted in the last three years. In this way, they could be given in the future", added the representatives of the Abertzale coalition.

At the plenary session on Wednesday morning, however, it was announced that EH Bildu regretted the withdrawal of the possibility of granting aid in the future, after approval at the plenary session on 29 September. "This decision is a deeply profound political gesture that shows that the PNV has no intention of negotiating with EH Bildu and that its choice is to reach agreements with pp. The PNV and the PSE have made it clear that with this decision they wanted to approach the proposal of pp for investiture. Because the withdrawal of these grants from the Strategic Plan has been a constant demand of the People's Party in the last three years."
