The plenary of the City of Hondarribia met last week with an extraordinary plenary session at the City Hall of Hondarribia. Among the items on the agenda, the plenary of the council approved with the votes of the PNV the contract documents for asphalting twelve streets, as well as the award of the gardening service to the company Elai Serbitzuak S.L. with the votes of PNV and EH Bildu. Abotsanitz abstained on both occasions and the PSE-EE councillors could not participate in it. The third item on the agenda sparked debate among the members of the Corporation on the proposal to accept the donation of the family of Francisco Sagarzazu Sagarzazu.
Mayor Txomin Sagarzazu was the first to speak to explain the details of the donation and trajectory of Sagarzazu Sagarzazu. The councilor of the municipal group of Abotsanitz, Aitzol Arroyo, asked for his turn, and according to the data provided by him, "Francisco Sagarzazu Sagarzazu was mayor of Hondarribia between 1925 and 1929, and between 1942 and 1958. First in the dictatorship of Primo de Rivera and then in the dictatorship of Franco.' What is more: «In 1938 he was responsible for Press and Propaganda of the Spanish Phalanx».
Corruption and theft
Arroyo made it clear that he was the representative of the far right, Sagarzazu Sagarzazu, who accused him after a crime of corruption and a crime of theft. Thus, during his first term of office, Sagarzazu declared that he left Hondarribia in a situation of "bankruptcy" and added that when the Second Spanish Republic arrived in 1931 "economic reports of the local estates were made in all municipalities. The de Hondarribia showed that during the mandate of Francisco Sagarzazu, between 1925 and 1929, the City of Hondarribia accumulated a debt of 2,000,000 pesetas. To date, this would be a debt of over EUR 150 million."
After the cases of corruption had ended, there were signs of theft. The Iraqi painter Bienabe Artia was commissioned to paint a portrait of Sagarzazu along with the appointment of a favorite son at the request of the City Hall of Hondarribia. The painting never hung on the walls of the city hall. This is reflected in the minutes of the September 1932 plenary session. The City Council paid 1,000 pesetas for the table, according to the documentation provided by the municipal authority. An investigation by Abotsanitz.
Donation or translation
The members of the City Council of Abotsanitz expressed doubts about the acceptance of the ‘donation’ of Sagarzazu Sagarzazu, as the documents show that part of it is owned by the City Council of Hondarribia. Not just painting. Arroyo explained that the remaining reports and documents are named as a symbol, i.e. as a code collected only in documents filed and classified by the Public Administration. Therefore, the councillor concluded that the documents are also the property of the City Hall.
In this respect, Mrs Ewing, Mrs Ewing, Mrs Ewing, Secretary expressed doubts about the legal form. As he explained, what is owned by the City Hall cannot be donated to the City Hall, and recommended that it be removed and analyzed in time.
In view of this situation, the mayor approached everyone with indignation. He accused the corporate and municipal employees of not doing an “orderly” job and accused Abotsanitz of not being an appropriate place to present such investigations. Local Assembly spokesman Igor Enparan added that they transferred their doubts to councilwoman María Serrano in the Municipal Commission, although no explanation was given. Finally, it was decided to study the issue.
