With these four high-voltage lines it intends to build, Forestalia intends to transfer the renewable energy generated in Aragon to the Basque Country. The construction project is called Mistral-Esfinge and each of these lines is 400 kilovolts. The four lines would cross land from the Community of Navarra and La Rioja, but the governments of both communities oppose the project.

The Government of Navarra announced in its press release that the Environment Directorate General of the Foral Government published a report last February showing its opposition to the authorizations granted by the Ministry of Ecological Transition. The report explained that these lines were not compatible with the many values of places of transit, such as landscape, environment, culture or social values.

Differences in form and substance

The Environment Directorate considers that the Spanish Government has carried out the project procedure in a fractional manner, which prevents the overall view of environmental damage. In addition to formal non-conformities, three stand out in terms of substance: one, the four lines would affect different species; two, spaces protected by the Natura 2000 network; and three, ecological inconsistency between the Natura 2000 network and connectivity.

In February the Foral Government presented these discrepancies to the Directorate General for Energy and Mines of Spain, which has not responded. Thus, the Foral Government has now opened a contentious administrative process.
