The Spanish Government has focused on the provinces of passage from phase to phase, but it can also be presented by municipalities, counties or autonomous communities. The territories must send the document for the first time by 6 May, to check whether they are prepared to move to the next phase on 11 May.
Among others, the information to be provided is as follows:
Inquire about how it will be done and the results it has given from one infection to another. Suspected cases should be known every day and every week through a document proving their identity. They will have to report suspicious percentages and cases that have not come from those already known, because if they are not able to determine the scope of these health systems, it will be more difficult to advance in de-escalation.
If the number of infections increases again, it is necessary to check whether the local health system is able to respond quickly. For example, in hospital ICUs they should indicate how many beds are free and how many more beds they can buy, in how many days. To advance from phase to phase, the territory should be able to obtain between 1.5 and 2.5 more beds in five days per 10,000 inhabitants.
Another point to be clarified is the material they have in reserve and in what conditions for health personnel.
In the health system, territories should report on how primary care is to be strengthened, whether investments are to be made, whether the workforce is to be strengthened, whether resources are to be increased to carry out the tests… and how epidemiological control is to be carried out.
Information will be provided on the control of inter-provincial movements and on the implementation of the protection measures (distribution of masks, ensuring interpersonal physical distance…).
An X-ray of the housing situation is also requested (to monitor the number of deaths per week and the number of workers infected).
