There are those who work in decent working conditions but with the risk of losing their jobs, regardless of how many years they have worked for the government. There are workers who are outsourced by the Government under much more precarious conditions than those of the staff and with a high risk of losing their jobs.

Eustat’s surveyors and supervisors are the last ones, who suffer disastrous working conditions, in a state of insecurity, which at best will receive low pensions thanks to the periodic and poorly paid employment contracts that the Eustat-Government has imposed on them for 28 years. This group of workers appealed to the court and the judge gave them a reason, but Eustat responded by further dividing the contracts, while with another hand demanding more jobs from the government, “so that they can cope with the growing workload!”

In 2010, the Basque Court of Public Accounts requested that these workers be included in the Eustat List of Workers. In 2016, the Basque Parliament itself asked the Government to include all the jobs of these workers in the List of Jobs, full-time and for the whole year.

Eustat, also ignoring the Basque Parliament, has presented three proposals to the trade unions, which are less important than the one, in addition to imposing mandatory language requirements on all jobs, 100%, with the approval of the Directorate of Linguistic Standardisation.

Although for 28 years the HN Directorate has not even paid attention to this group of workers: they have never been asked to learn Basque, and those who wanted to learn Basque during working hours have been denied the opportunity.

Although the average age of the workers is 55 years, if they had been hired in decent conditions, they would have been free to check the language requirements after 45 years!

Through this unfair and unconventional measure, Eustat puts them on the brink of unemployment. It seems that the government wants to use the Basque language as an excuse to dismiss several workers. With this measure it does not favour the standardisation of the language of the service, highlighting the drift of its linguistic policy, which is also unfair and sterile in this case.

Proper management of these positions, which will take into account the retirements that are already taking place, would allow the service to be supported in a few years without any need to dismiss anyone. This one-on-one “responsibility” for the language clashes with the usual practice of Eustat, one of the departments that has paid less attention to the normalization of the Basque language in the Government. And it clashes with the behavior that the government shows in others. The government behaves much more flexibly with other higher-level jobs that do not require knowledge of the Basque language and/or with specific Job Boards.

For example, government policy makers are not subject to mandatory language requirements, although the relationship with their subordinate employees, citizens, and other institutions is very frequent and crucial. The Government imposes different measures and acts more strictly with the most vulnerable and hitherto unorganized groups of workers (things are starting to change).

Instead of repairing the chaos that has been going on for years, he wants to put these workers, most of whom are women, on the street who have already squeezed them well.

The government, which was so “sympathetic” to the March 8 feminist strike, should start from home to put an end to the precariousness and discrimination of women.
