The City Council of Pamplona/Iruña has presented the document setting out the bases of the Linguistic Plan. It is a draft that sets out the basic lines for there to be sufficient political agreement. The right of citizens to use and know Euskera will be a resource to promote the presence of Euskera in the administration, municipal services and in the cultural, commercial and economic life of the ciudad.Plantea that
Euskera has a significant presence in the public life of Pamplona. To this end, it is proposed to collect actions so that the attention paid by the City Hall to the citizens can be carried out in both languages and that the general information offered is bilingual.
The document highlights the role of the Basque Country for social cohesion, "in addition to the right to knowledge, it is an instrument of equal opportunities and to promote learning and use contributes to greater social cohesion, reinforcing the sense of belonging to a city proud of its linguistic and cultural plurality".
The draft sets out a series of commitments to be made by the City Hall. First, "to establish policies that protect and promote the Basque language, ensuring that this language has a significant presence in the public life of Pamplona".
Secondly, it plans to promote the learning of Euskera "by providing resources and information to the citizens". It also requires the strengthening of its use in all areas of everyday life through campaigns and programmes. Thirdly, he argues that these activities "promote the pride and esteem of the Basque people among all the citizens" and that the City ensure the presence of the Basque people "in official acts, municipal programming and public life".
Finally, the document proposes that "knowledge of the Basque Country is an instrument that facilitates the equality of conditions and that all people, regardless of their origin or condition, have the same opportunities to learn the Basque Country".The City Council of the Basque Country will be
fundamental to the development of the Plan. It shall be composed of representatives of the political groups, technicians and associations working in the knowledge and promotion of the Basque Country.
