The challenge to be faced by the Colegio Urbano Vasco: the creation of its own department
It is an ancient issue, I know, but today I have to call again for the creation of a separate department for the EHE. There are many of us who have defended this initiative over the years, but unfortunately France has always put brakes on the road, because it does not want Lapurdi, Nafarroa Beherea and Zuberoa to complete the new department.
Together with the French Revolution, a territorial planning plan was launched on 4 March 1790. The union of the three historic territories that have historically formed the Northern Basque Country with the historic Biarno Byzcounty was the result of the department that was then called Bajo Pirineo. We had to wait until 1969 for the name of the department to be the current, the Atlantic Pyrenees.
Initially, the capital of the department was Nabrenta, a town very close to Zuberoa. But later, they decided that the capital should be Pau. And so it is today, because Pau is the central city of the department and the headquarters of the departmental council.
The truth is that Ipar Euskal Herria and Biarno are actually different saturated, in culture, in their own language and in everything. However, the institutions of the French State have repeatedly denied the uniqueness of Lapurdi, Nafarroa Beherea and Zuberoa. It is clear that they have not taken into account that 66.6% of the population of the Northern Basque Country is on the side of the composition of a different department. In addition, a 2006 interrogation of local elected officials leads us to conclude that 64% of the litigation in the three historic territories is in favour of the creation of the new department. It seems that at present the position in favour of separation is around this figure.
Someone might think that defending the idea of their own department depends on ideology, but actually it doesn't. In fact, the so-called Association of Elects is an association that brings together the general and regional councillors of the continental Basque Country, both left and right, of any ideology. And that's when the goal is common, because members of very different parties have to work side by side, because their goal is the same.
This has been done by many political representatives for France to respond to their request. But they seem to have done so in the region. It is well known that Les Republicains and Rassememblement National are deeply exposed to the mere listening of the subject and have no intention of attending to the continuing gallons.
What about the Socialist Party? Here's the key: In the PS there is division of Christ in this issue. There are representatives in favour of the request and against. In this last group is a character that awakens my interest: Jean Espilondo. Anglet’s ex-mere, we could say that Espilondo is the most Jacobin member of the PS in Iparralde. He has always been against the recognition of vasquity and shows a firm attitude against our official language. Angelunondo is aware of what he thinks about the Basque Government and perhaps for that reason he lost the municipal votes of 2014.
In short, despite the initiatives mentioned, it is difficult to think that Ipar Euskal Herria can vote in a popular consultation, especially because of the lack of will of the central institutions and the main French powers. But from here I want to claim that we must never give way on the road to the creation of an absolutely necessary department for Ipar Euskal Herria. Things that seem difficult are often achieved by action.
