The longer we spend, the more clearly we have that the management of COVID-19 responds to interests that go beyond health management. Strategically, it is a question of strengthening the interests of the agri-food and motor multinationals, the companies that carry out large public works, the new technologies... it is the way that the economic elites in Europe and in the Spanish State drive and find a perfect breeding ground in the obsession of the Government of Navarra for the development growth and violation of resources. Meanwhile, these governments have no responsibility in the current crisis, in promoting decent jobs, in rethinking the division of labour and wealth, in recognising surveillance, in repairing the health and socio-sanitary system, in relocating businesses, in the lack of the public pharmaceutical industry or in the prevention system that has failed companies, etc.
The current Government of Navarre follows the same developmental logic as previous governments, without promoting the necessary changes to alleviate the serious and chronic deficiencies that have generated the social inequalities that have emerged during the pandemic. Therefore, they remain uncommitted to strengthening basic public services, without recovering public management of strategic areas such as energy, housing or banking, without betting on a nearby, healthy and environmentally friendly food production and consumption system... This is demonstrated by the Navarra Suspertu plan, the budgets for 2021 and currently the Next Generation European Fund Application Projects.
In theory, they are funds for ecological and social transition, but in practice they have little in that direction. This is demonstrated, on the one hand, by the conditionality of the aid, both as loans that generate more debt and in the direct financing linked to the political reforms required by the EU as a counterpart. For example, to lower the level of public pensions or to block the repeal of the labour reform by the Spanish Government. On the other hand, the second guiding principle of the funds uses the old narrative of economic growth, equating it to the well-being of the entire population. And that growth can only be corrected by those who "have the capacity to innovate and be the drivers of the economy", that is, the multinationals and large companies, who already have names and surnames in Navarre.
This report is used to justify the transfer of public funds, in most cases from the income generated by workers for years to private companies, above the most basic needs of the working class and society. So that the capitalist wheel does not stop; extremism and public-private collaboration in full glory. The elites are rewarding themselves with a green disguise that does not deceive anyone and that continues without the aim of guaranteeing the well-being of the majority of society.
We wonder ... What is ecological in the TAV, in the Second Phase of the Canal of Navarra, by continuing to invest in road transport? Solar and wind parks without planning and environmental criteria, agricultural macro-livestock, mining and industrial projects... Sustainable?
The substance of all this is clear, as is the way to make decisions. Lack of transparency in its ultimate raw. Social debate is avoided, leaving out all the citizens and the social and trade union organisations that represent it. It is precisely the opposite of what we have been calling for for a long time in the Charter of Social Rights on public policies: guaranteeing social rights to people above the petty-ness of capital, as well as participation and sovereignty in decision-making.

Let us use this moment to advance the mechanisms that we need to promote changes that guarantee a dignified life for people: a profound and progressive tax reform, where those who have it pay the most, demanding from governments the will and the responsibility to carry it out.
We are in time to highlight this new capitalist regeneration, disguised as the same whiteness, and create social majorities, put at the centre the interests and needs of vulnerable groups and social majorities and articulate a proposal that leads us to a sovereign, socially just and truly sustainable model. The political parties in the Navarre Parliament still have a golden opportunity to correct the incomprehensible attitude that we saw when the door was opened to the management of these funds in the vote in Madrid. The Chivite Executive can and must put order to the occult in project management and correct the affinity of the projects presented with the interests of the economic elites.
Finally, it should be noted that, given the increasingly authoritarian shift of the Administration towards policies for the management of the pandemic, it is necessary to strengthen freedoms and reverse the State apparatus anchored in the Franco dictatorship, as evidenced often by the unacceptable actions of judges and State security forces.
