24.7% of children in the European Union (EU) were at risk of poverty or social exclusion in 2022, more than two out of ten. In absolute terms, Eurostat has recently estimated almost 20 million people. In addition, the proportion increased slightly from 2021 to 0.3% more.

By state, the highest values of 2022 are for Romania (41.5%), Bulgaria (33.9%) and the Spanish State (32.2%). In other words, in Spain the risk of poverty or social exclusion of minors is 7.5% higher than the EU average.
On the other side of the coin, Slovenia (10.3%), the Czech Republic (13.4%) and Denmark (13.8%) recorded the lowest rates. Clearly, in the EU, even in countries with lower rates of poverty or social exclusion, the figure does not fall from one in ten. Moreover, in advanced capitalist powers such as Germany the percentage is close to 25% and in the Netherlands to 15%.

Although the rates of poverty and social exclusion of children and adolescents in the Basque Country are not available, it should be remembered that the Basque Government recently published general indicators in this regard, using the same Eurostat method. Thus, in 2022, some 357,360 people suffered from "relative poverty" or "low income" in Álava, Bizkaia and Gipuzkoa, one in five of the three territories. In addition, 106,273 people, 59.7% more than in 2008, calculated using the Eurostat method that they lived "at serious risk of poverty".
