The European Union Defence Commission presented a discussion paper entitled “A Europe that preserves security” on 7 June. It foresees three scenarios according to the "level of ambition".
Juncker opted for a scenario with the “highest level of ambition”, that is, the so-called “common defense and security” of the European Union. To ensure Europe’s security, he proposes strengthening the EU and NATO; preparing them for “high-level security and defence operations”.
The document recommends the creation of a European Defence Fund with an annual budget of EUR 5.5 billion. This budget will not only open up new lines of research, but will also seek to create a “real” defence market at European level.
Following the Prague Summit on 9 June, the President of the European Commission, Jean-Claude Juncker, stated that they cannot rely on the US to protect European interests. “We have no alternative but to defend our own interests ourselves,” he said, referring to the US and NATO.
The foreign policy announced a month ago that Germany is creating an army that will be equivalent to NATO, as part of Europe’s demands to organize its own defense, without dependence on external powers.
