One-month aid for temporary workers of EUR 430

Contingent workers who have lost their jobs during the State of Emergency will receive assistance of EUR 430 for one month. However, contingent workers, who must have a contract of at least two months before the entry into force of the State of Alarm, must also comply with the following requirements:

At the moment, the aid will only be received in one month, as the Member has reported. For this purpose, the working person may not receive any other public aid, either in the form of basic income, unemployment or otherwise.

Support for Social Security registered domestic workers who have lost their jobs

This aid shall cover 70% of the contribution base of these workers, up to a maximum of the inter-branch minimum wage. In order to qualify for this aid, the requirement to be registered in the Social Security System prior to and to have lost work or to have terminated the contract after the health crisis is laid down. In the case of household employees, it is very common for them to have more than one job, and if an employee has lost one of their jobs, he will be able to collect the proportional share of it.

This aid will be compatible with the perception of a wage at present as long as the inter-professional minimum wage is not exceeded.

Micro-credits for rent and aid to tenants up to EUR 900

The Council of Ministers has adopted six points to reduce the problems of citizens with renting:

- Suspension of evictions until six months after the State of Emergency is suspended.

- To extend the contract for a further six months under the same rental conditions as at present and, therefore, not to revalue the rental price in one and a half years.

- That tenants receive microcredits to be able to pay the rent. They will have a 0% interest and will be able to return between six and ten years.

- It has relaxed the conditions for access to microcredits. Microcredits will be available to those who are unemployed, those who have been suspended from work by ERTE, those who have reduced their working hours...

- Large homeowners (with more than ten homes) and investment funds should be subject to a four-month moratorium on rented tenants. Once this period has elapsed, both parties will have to reach a payment agreement, and if they fail to do so, the debt will be cancelled by 50% or the debt will be deferred by two or three years.

- Those who are unable to pay the micro-credits will receive direct aid from the State: they will be able to receive aid of EUR 900 per month, plus an additional EUR 200 for maintenance, maintenance and Community equipment costs.

Prohibition of water and light cuts

During the State of Alarm, normal dwellings may not be subject to water cuts or electricity supply.

Self-employed and small and medium-sized enterprises may temporarily suspend their payments. Once the State of Alarm was suspended, they would be granted a period of six months to pay off these debts. And they will be able to adapt their contracts with energy suppliers to current consumption needs without any penalties.

In addition, the Government has made the conditions for access to the social voucher more flexible: it will be able to access a social voucher if a house has annual income of less than EUR 18,799, or less if it has an income of less than EUR 22,559 per year; or two smaller if it has an income of less than EUR 26,318 per year. Beneficiaries of the social bonus shall be considered as "vulnerable" until they resume their work, with a maximum of six months in advance. The term "vulnerable" leads directly to a 25% discount on the electricity bill.
