The document, promoted by the Catalan Ombudsman, has been approved by Parlament and by most major municipalities. The objective is to implement it within three years and to be assessed every six months.
Number of pupils with limited special needs
Among the measures is, for example, the longstanding demand: to limit the number of pupils with special needs that each centre can take, and to stop the compulsory fees being levied by the concerted centres. The document also includes increased investment in centres that need greater and more control over possible fraud in their registration in order to change the situation in their centres. The measures include the possibility of merging centres that have become centres in Ghetto with other centres or even closing centres that do not exceed ghettification by going to the extreme.
Not everyone sees with good eyes
The pact, however, has obvious gaps between the signatories. The Cup, the Federation of Fathers and Mothers of Catalonia, the majority union in the Ustec sector and most of the student movements have rejected the agreement, especially arguing that the concerted school is victorious because the very existence of these centers is not questioned and that as more socially vulnerable students will have higher public funding. For other reasons, pp and citizens have not joined the agreements either.
