Of the 365 public centres in Navarra (0-3, Children and Primary, Middle Schools) there are only 29 with a starting day and 1 flexible.
In the group of families that we promoted a democratic vote to change the possibilities of the school day in Navarra (continuous, flexible, departure), we have been asking for several months for the adoption of a new regulation to ensure equal opportunities in all options and ensure that each center can set the day it wishes according to the majority of the voting families.
It is clear that if this type of process is to be given greater democracy and justice, in order to give autonomy to educational centres and the entire educational community, we cannot continue to call for special majorities, nor to support those who punish participation or support a type of (fragmented or discontinuous) day that has never been consulted with families.
A few months ago, we got the Ararteko to recommend to Education the adoption of a new legal provision to regulate this process.
In January, the counselor of Education, Carlos Gimeno, told us that for this course we would be in force the new Foral Order that regulates the entry and exit of the school days.
The public participation questionnaire prior to the drafting of the legislation has been open since the end of July on the government's transparency page.
In recent weeks there has been a process of participation that has brought together parents’ federations, management teams’ associations, unions and education employers, in which the heads of the Department of Education have also pointed out that the new regulations would be in force by the end of 2022, so that educational communities can carry out the process under new conditions, so that new families joining the education system can register their children.
It should be remembered that of the 154 public centers of Child and Primary Education in Navarre there are only 29 with a starting day and one with flexibility. All other centers, although with special majorities voted by the families, have a continuous journey.
Of these 29 centres, 8 have never completed the process or have not reached the final vote of the families. In the remaining 21 centres, the majority of the educational community is in favour of continuing work, although it does not reach 60 per cent of the census (for voters, although in many cases it exceeds 70 per cent of the vote in favour).
It is also noteworthy that in the other centers of Navarra (0-3 in Early Childhood Education and Secondary Education) the school hours of the students end at noon for years. Why not try to unify school hours? We think it's a good time.
For all these reasons, we urge the Department of Education of the Government of Navarra not to prolong the publication of the new Foral Order regulating school days, and once and for all, as well as regulating and improving the difficulties in organizing, transporting or extracurricular each type of school day, we urge that the voting procedure be fairer and more democratic, by simple majority, by resolution or by foral order.
