These calls were announced a week ago in the motion approved at the plenary of the municipal corporation held on 28 November. The motion, supported exclusively by EHBildu and against the PNV and the PSE, also includes two requests; on the one hand, Markel Olano, Deputy General of Gipuzkoa, is asked to meet "the concern that the incinerator has caused us to the usurbildarras and what can affect the health of the citizens". On the other hand, the mayor of Usurbil is asked to submit a letter to the other mayors of the municipalities of Gipuzkoa "expressing the concern and fear of the usurbildarras and demanding an attitude of commitment and solidarity towards the usurbildarras".
Along with these two requests, the motion also announces two calls for citizenship. On the one hand, the invitation to dress the balconies and windows of the house with black ribbons, as the City Hall has done. "Hanging on the balcony of the City of Usurbil a giant black ribbon as a protest. We also call on all usurbildarras to do the same." In addition, the motion also calls for the demonstration, which will start on Friday, 13 December at 7:00 p.m. from the City Hall entrance.
EHBildu collected a motion on Thursday setting up the incinerator in the testing phase and presented it to the full of the municipal corporation as a matter of urgency. The PNV and the PSE were against, while the PNV and the PSE voted against.

Zubieta’s incineration plan has been put into practice on the same day that the European Parliament has declared a climate emergency. If the issue were not serious and worrying, it seems that usurbildarras have not made us a joke of bad taste. But unfortunately, it's not a joke. Unfortunately, today is a black and sad day for the usurbildors. Proof of this is the continuous smoke we have seen throughout the day from the top of Zubieta.
As we say today, the European Parliament has adopted the resolution declaring the climate emergency and has asked the European Commission, the states and the institutions to take concrete action. However, it is clear that the Gipuzkoan institutions are in the opposite direction. Today's image says everything. And unfortunately, tomorrow, the day after tomorrow, the day after tomorrow, the day after tomorrow, the day of repentance -- if no solution is given to it.
And if there's a solution, it's already, as we've shown usurbildarras. We usurbildarras have shown that waste management is possible taking into account health and the environment. 10 years ago usurbildarras made a small change in our customs, and today we selectively collect almost 90% of the waste generated in the municipality. We hardly generate rejection. And fortunately, there are many of the peoples of Gipuzkoa who have taken that path. Usurbil is a model, both in the Basque Country and outside the Basque Country. Furthermore, the experts say that with what is being recycled today in Gipuzkoa and even, taking into account the recycling targets set by the Council itself in the renewed PIGRUG, Gipuzkoa does not need incineration plant.
Several global reference organizations alert us to the damage that incineration plants cause to people's health. The attitude of the Provincial Council of Gipuzkoa not to heed these warnings and to continue with the project without giving any explanation to the citizens of Usurbil seems to us to be serious.
Health is a serious thing. And in that sense, many usurbildarras live the incinerator as a threat to our most precious value.
Yes, we're worried. EHBildu therefore requests the plenary session of the City of Usurbil, by means of this urgent motion,
(1) To urge the Deputy General of Gipuzkoa to meet the concern that the incinerator has caused to usurbildarras and what may affect the health of the public.
(2) To request the Mayor to send a letter to all the Mayors of Gipuzkoa expressing their concern and fear, and demanding an attitude of commitment and solidarity towards the usurbildarras.
3) Hanging a giant black ribbon on the balcony of the City Hall of Usurbil, as a protest. We also call on all usurbildarras to do the same.
