They want to make progress in achieving a minimum of 2% of workers with disabilities in each public administration.
When analyzing the call, Elkartu checked at a press conference that the reserve pool for people with disabilities is not provided for in the selective merit contest processes. Therefore, they consider that the established reserve rate (7 per cent) is not complied with in article 59.1 of the Basic Staff Regulations Act.
Given that the stabilisation process is the Public Employment Offer, the association says that free competition, equality, merit, capacity and advertising principles must also be guaranteed. Thus, just as a quota for people with disabilities is reserved, it is set as a positive action to guarantee the right to equality.
