The objective of the PSOE would be for the investiture session of the Spanish Government to be held this week and not for the decision to dismiss lehendakari Torra, which complicates the negotiations with ERC. The resolution has to be notified by the Central Electoral Board, in which conservatives predominate. The PSOE would like to announce an agreement before the end of 2019, but ERC has already announced that before the end of the year it will not meet the national council of the party and its ratification is essential for the agreement to progress.
Digital was born, however, notes that ERC acknowledges that the agreement is close and does not rule out the investiture session being held in the first week of the year. The PSOE, for its part, needs to conclude an agreement and, if possible, wants it to end on 5 January. To this end, the plenary session of the Congress of Deputies would be convened on 2 January. The first vote would take place on 3 January and since Pedro Sánchez would not have the absolute majority needed to get the appointment on the first round, the second would take place on 5 January, and then it would be chosen because the affirmative votes would outweigh the negative ones.
Negotiating table between governments
That has been, according to Born Digital, the most difficult point between the PSOE and ERC. The PSOE wanted a negotiating table between parties and ERC wanted an agreement between governments. The leader of the Republican party, Pere Aragonès, has reported that this table will have no content limit, a specific timetable will be set and the agreements between the two governments will be ratified. It will be possible to talk about everything, but the PSOE has already warned that in the short term nothing can be done either with the right to decide Catalonia or with amnesty.
PNV says yes, EH Bildu refrains
The agreement has been signed this Monday morning between the PNV and the PSOE, according to which the PNV will give its "yes" to the investiture of Pedro Sánchez. They have signed an agreement of twelve points, including the following: Not to judicialize the discrepancies between Madrid and Vitoria-Gasteiz; to transfer to the Basque Government the outstanding transfers in 2020 and to transfer to Navarra in the first six months; to negotiate the ceiling of expenditure of both communities; to promote policies that solve the situation of Catalonia and facilitate the new Statute of the CAV; to advance in the Basque selections; and to consolidate the high-speed train and the advances in investment in industrial policies.
The Political Bureau of EH Bildu has left the final decision to its bases, but it will propose to abstain in the investiture plenary. The call for a vote shall be fixed as soon as the PSOE takes effect on the day of the investiture as lehendakari. The meeting of 17 December in Madrid with the PSOE focused on the territorial model, peace, coexistence and social issues of Spain. The Abertzale left also called for the rights of the prisoners to be respected, claiming that this requires compliance with the law in force.
