The possibility of enjoying the culture and leisure in the CAV will open from Monday: in cultural houses, theatres and cinemas with a third capacity and limited to 50 people and in museums with a 50% capacity. In open spaces, however, the maximum capacity will be one third, with a maximum of 400 people. The public must be placed in compliance with distances and other security measures.
This was made known by the Basque Government’s Health Minister, Nekane Murga, and the Basque Government’s Economic Development and Infrastructure Minister, Arantxa Tapia, when explaining the second phase.
As regards mobility and working hours, persons over 70 years of age and ‘vulnerable’ persons will still be restricted from 10:00 to 12:00 and from 19:00 to 20:00 hours. In the other cases, existing slots in the affected area will be removed. It appears that even if this has not been specified, children will not be given special hours. On the contrary, inter-provincial displacement will remain limited – posting between provinces will be allowed for socio-economic and occupational reasons for visits to older relatives. The meeting will also be allowed from Monday onwards, with a maximum of 15 persons.
Bars will be allowed to serve outdoors and indoors, with a maximum capacity of 50%, with a two-meter separation between tables and all seated. Gastronomic societies and “txokos” can also open under the same conditions as bars are required. All of them must comply with strict cleaning and disinfection measures.
Commercial centres of over 400 square metres will be opened, with a maximum capacity of 40 per cent. "Proximity business will continue with a maximum capacity of 40%".
On Monday, the Order of 23 May 2020 of the Minister of Education will enter into force. The latter regulates the resumption of classroom activities in the field of non-university education and training and the conduct of examinations and tests for access to certain studies. On the other hand, as of May 25, it is obligated to resume classroom teaching and educational activity and to perform examinations in 4th ESO or equivalent of Adult Education, 1st and 2nd Baccalaureate and in all the first and 2nd Vocational Training courses.
In addition, the first week of June provides for the reincorporation of teaching and non-teaching staff of the other cycles and levels for the realization of the educational activity in the centers. Other activities related to education may also be resumed from Monday: special regime teachings – artistic, sports and languages – free tests for obtaining ESO, Baccalaureate and FP degrees; vocational training activities for in-person employment and modules for non-work practices; therapeutic activities in person and special education centres; educational and training activities in Euskaltegis, public academies, similar schools and centres of training.
Navarre will also go to the second stage on Monday, 25 May. Among other things, high school pupils will be able to return to the centre, if they so wish, and will open day offices, museums and libraries. Cultural and sports activities can always be organised in a limited number of people. However, the premises of young people and gastronomic societies cannot be opened.
Street departure times in municipalities with more than 10,000 inhabitants will also be abolished, although the time set for the elderly is maintained.
