The Basque Government has approved Decree 142/2018 on 9 October, just days when the UN Expert Group warned that the deadline to remedy climate change is running out. The need to reduce the exploitation and consumption of fossil fuels lies at the heart of the measures needed to prevent the disaster. On the contrary, the Basque regional authorities have authorised the search for hydrocarbons in three new areas to the companies that requested it in 2011, according to the Official Gazette of the Basque Country on Tuesday, 16 October, with the signatures of lehendakari Iñigo Urkullu and Arantxa Tapia.
The Basque public company SHESA Sociedad de Hidrocarbos de Euskadi, S.A. and Petrichor Euskadi Coöperatief, branch of the American company Petrichor Energy, will be responsible for conducting the surveys in 1,300 square kilometers of Bizkaia and Gipuzkoa, and of a small area of Álava, according to the Berria newspaper.
If, in 2011, the company asked for permission to intervene in four areas, three of them are considered valid in the decree: Lore, located in the centre of Bizkaia, Landarre, in the heart of Gipuzkoa and Sustraia, which runs through the two territories. The fuel industry in the CAPV is integrated into these areas. This is not, therefore, the first time that these surveys have been authorised, but the time chosen for their extension is special.
In June 2017, the Basque Parliament passed a law banning the extraction of fuels from the subsoil through hydraulic fracture. Previously, the popular legislative initiative had come to the CAV parliament with the signing of 100,000 people. However, in January 2018, the Spanish Constitutional Court declared the parts of the law null and void. A month later, Iñigo Ansola, president of the Basque Energy Agency and SHESA, explained his intention to conduct surveys in the area of Armentia 2 of Álava, and so on until summer.
