The Cybersecurity Coordination Unit, the Civil Guard subdivision, produces a document called "Misinformation" every day. According to the information published this Wednesday, it contains messages from political parties, criticisms of police forces and officially denied media, among others.

Eldiario.es journalist Pedro Águeda has had the opportunity to see several reports and explained that police who inspect the content of the network usually distinguish two daily subsections: "create an anti-crisis climate" and "generate social stress among citizens", he added. The reports are sent to the staff structure of the Civil Guard to be disseminated daily in its internal structures and sent to the Ministry of the Interior, chaired by Fernando Grande-Marlaska.

In the news we are dealing with, it is said that they capture the content of the open networks – that is, not the private conversations of Watsapp, Telegram and other similar systems – and that, among other things, they have collected the tweets of Vox or EH Bildu in their reports.

In the subsection "The Climate Against Crisis Management", one can read that in Twitter "five messages have been received mainly in Basque". These are all messages that criticize the presence of agents of the Ertzaintza and the Municipal Police of Donostia-San Sebastián at the Intxaurrondo Civil Guard Headquarters. "These videos were broadcast on social media with messages against the Civil Guard," the report says.

These included the complaint sent by EH Bildu of San Sebastian asking Eneko Goia who decided in Madrid on the day when a civil guard for coronavirus died, to send the Municipal Police to the tribute that was held in Intxaurrondo.

The content of the Tweet is misplaced in the report, as the Municipal Police has been replaced by the Municipal Police.

"We do not pursue political criticism"

"These investigations carried out by the Civil Guard have absolute respect for freedom of expression and the right of criticism. The Civil Guard is the guarantor of the rights enshrined in our Constitution, including freedom of expression and information." This was stated on Monday by the Chief of Staff of the Civil Guard.

"With regard to the document, I would like to stress its internal character, in which all Civil Guard units are called upon to report to the General Staff all activities carried out on a cybernetic level. Detecting bullets and misinformation does not mean that there are going to be initiatives beyond, but that we want to detect them in order to raise public awareness that this reduces social alarm and stress". At the end of the hearing, he reiterated that this is not a political critique, nor an action against citizens acting under the guarantees of freedom of expression.
