President Chivite says that Navarra will accede to the competition of Traffic and Road Safety by modifying the Foral Improvement. The transfer made by the Government of Spain by royal decree was canceled by the Supreme Court on Monday, February 19, opening two possibilities for Navarra to assume the competition of traffic: to approve an organic law or to reform the Foral Improvement of Navarra.
Bet on this second option: “We will bring an agreement to the Governing Board next Wednesday to implement the Foral Improvement Reform Project. We will formally communicate this to the Government of Spain.”
Negotiating Committee
That government agreement will set up a negotiating committee. Three representatives will be composed of the Vice-President of the Government of Navarra, Felix Taberna (PSN), Ana Ollo (Geroa Bai) and Begoña Alfaro (With You Navarra) and the Director-General of the Presidency, Joseba Asiain (PSN). They shall agree with the Government of Spain the text they shall use to make a legal amendment, which shall be approved by the Governing Council.
On the other hand, he pointed out that they should agree with the Government of Spain to amend the text: The text should be adopted by the Governing Council of Navarre and subsequently by Parliament. The text should then be discussed and approved by the Spanish Courts as an organic law.
