One in five homes is second in Iparralde

One in five homes is the second in Iparralde. This was denounced by EH Bai during the Saturday operation, which put panels on the village entrance to provide information on the housing crisis. He later appeared in Getaria to present the data extracted from the 2019 INSEE census.
The coast of Labourd is the area with the highest number of secondary dwellings. For example, in Getaria there are more second homes than the first ones. In Biarritz or San Juan de Luz, more than 40% of the homes no one lives most days of the year.
Also in 2021 the movement denounced the housing problem. They then took the 2019 data into account. In one year, from 2018 to 2019, there were 498 other homes, a total of 5,617. Housing units that have remained vacant for at least eight months are 42,743.
Double social housing
EH Bai compares second homes with social ones. He denounces that while 76% of the population of the Northern Basque Country is a candidate for social housing, the number of second homes is twice that of the former. The general coordinator of EH Bai, Nicolás Blain, has claimed the need for a "radical" and "global" change in the policy of residence and in the territorial organization.
According to the SRU, the supply of social housing in these countries should be 25%. They do not reach this figure: they represent 19% of San Juan de Luz, 16% of Hendaia and 11% of Biarritz. But EH Bai reports that the proportion is even lower in reality. In fact, this percentage is compared to the number of primary housing units, and since the second housing units are not taken into account, they are used in tourist villages to improve the rate of social housing. According to HD Bai estimates, only 10% in San Juan de Luz would be social housing, 10% in Hendaia and 6% in Biarritz.
Measures against the housing crisis
EH Bai has proposed three measures in the fight against the second housing: to extend the territory under tension to Ipar Euskal Herria so that the measures in that area are in the hands of local courts and councils; to establish a special tax on the second housing; and to launch a study to analyze the "feasibility of the Resident Status".
Finally, he said that he would participate in the mobilization of 1 April in favour of the right to housing in Baiona.
