New York Governor Kathy Hochule has signed a bill to create a commission. The aim of this commission is to observe the discrimination suffered by black New Yorkers, who, as a result of the legacy of slavery and racism, continue to discriminate in many social fields.
The committee will investigate, inter alia, discrimination in housing, police surveillance and prison and the income differential. The Comptroller's Office has analysed that the heritage of white citizens is fifteen times greater than that of blacks.
New York will be the third country to set up such a commission in the US, after California and Ilinois. Al Sharpton, a civil rights activist, points out that with the commission’s constitution “history” is being made: “I do not know where the commission will come from, but I know that history has been made because there is a commission and there is recognition. And sometimes, although you can't take away the pain, we gain a lot by accepting that you have to fix things." The Commission may make recommendations, but the State is not obliged to comply with its proposals.
