Farmers are calling for the government to instruct municipalities and the Basque Government to maintain the baserritarras fairs.
- EHKOlektiboa, together with more than 150 organisations in the Spanish State, registered a formal petition on 30 March at the Spanish Ministry of Agriculture. It calls on the Government to give precise instructions to the autonomous communities and municipalities to maintain the baserritarras fairs.
More than 150 actors involved in small-scale agri-food production and organic farming have sent a letter explaining the closure of many village baserritarras fairs in the coronavirus state of alarm, "because many local and regional governments make excessively restrictive interpretations of the bans imposed by the state of alarm".
They call on the government to make a policy at the service of small local farmers and food sovereignty in the Basque Country.
These are the eight points requested (you can read the full letter and sign here).
1-Give guidelines to the autonomous communities and municipalities on the maintenance of baserritarras fairs
To provide the Autonomous Communities and Municipalities with the necessary instructions to seek solutions to non-sedentary markets of their competence in spaces that allow controlled access.
2-Granting of specific permission for movement to the orchard and stables
Explicitly authorise access to farms, vegetable gardens and stables for food self-sufficiency, even if the person is not discharged from the agricultural system, both for the maintenance of the operation of the farm and for the harvesting of food. Transhumant and transterminant transit of livestock is also authorized.
3-Consideration of the displacements of citizenship to baserritars for direct purchase
Consideration of the movements of consumers for the direct purchase of food in consumption groups and in the hamlet/production area, under Article 7.1.a of Royal Decree 463/2020 of 14 March.
4-Bet on local agroecology in public procurement
Prioritization of local products, small producers and agroecological products by hospitals, nursing homes, social canteens, school canteens and food banks.
5-Speed up the delivery of livestock health records
Flexibilise, promote and speed up the delivery of health records to farmers to facilitate the direct sale of products, including raw milk.
6-Exemption from the autonomous quota for farmers and farmers and guarantee the corresponding prices
Tax measures, such as exemption from payment to the self-employed, to help small agri-food producers, as has been done with other sectors that are key to society. Ensure that industry and distribution pay producers a fair price.
7-Social awareness for local fresh products
Inform the Autonomous Communities and Municipalities and society of the “importance of producers and small businesses feeding and maintaining our agricultural ecosystems. Therefore, consume the nearest and freshest possible products."
8-Protection of municipal and Community slaughterhouses
The letter emphasises the importance of these slaughterhouses for direct sale and short distribution channels. It therefore calls for "promoting the opening or creation of municipal or Community slaughterhouses, multi-species low capacity, farm slaughterhouses and/or mobile slaughterhouses, in order to increase safety measures, reduce the suffering of animals and support small farms, and the reopening of premises or the creation of cutting plants".
