The flag is a piece of fabric that identifies a group, community or legal person: nation, territory, city, institution… Some flags have almost universal meaning, for example, the white flag raised before the enemy indicates to give in or ask for menia. In addition, the use of the flag, signal or brand has been extended to many human areas: red, ban; oranges, danger and green, permit, are accepted as a broad common code.
When it affects a national community or a “group of objectively identifiable persons”, as defined by the European Court of Justice (ECJ), it becomes a symbol of collective identity. To give two examples, the symbol of the United Nations (UN) is unique to the organization itself. Although it is open to many parts of the world, it does not represent any particular identity group.
On the contrary, ikurrina is not from the Basque Government, nor from the people of the Autonomous Community “Basque”. The first Basque Government of 1936 preceded the Basque Government itself, and the population of the Basque Country took over it to combat the Madrid attack on the Outskirts. Moreover, it is not only a symbol of the Basques in Spain, but also of the French.
Does the Government of Navarra have the legitimacy to force or ban a sign that is not yours? And the government to ban the Navarre symbol in Community municipalities?
With the Navarra flag, despite all its versions of design and image, the same thing happens. The flag of Navarre is not a symbol of the Provincial Council of Navarre (Garai) or of the Government of Navarre (Garai). The Kingdom of Navarre was the symbol of the sovereign, independent and approved in the concert of the European States until 1620.
In both cases, however, in recent years there has been an attempt to present both symbols as particular symbols of organizations. It is clear that this effort is against the union of the Basques. It will not be easy to take root in the communities of Iparralde and the Basque diaspora that ikurrina is not its symbol, but only the Autonomous Community. It may be more difficult for Ikurrina to become a hegemonic flag of the entire population of Nafarroa Garaia in this territory, and it may be as difficult as spreading that in the institutions of the Autonomous Community it is also ours. To do so, both in one and the other, they must use Spanish litigation with excuses and violence (for them coercive). For example, already in Baztán and Estella.
On the day of the Baztandarren Biltzarra festival of 2023, hung from the central balcony of the Baztan City Hall, you could see this phrase “Like in Franco, ikurriña is forbidden in the city hall”. One thing is to force and ban the other. Does the Government of Navarra have the legitimacy to force or ban a sign that is not yours? And the government to ban the Navarre symbol in Community municipalities? In the French Basque Country, neither one nor the other, both free. We believe that both would be needed together.
