A few months ago, PNV Deputy General Markel Olano explained at a press conference his intention to make Gipuzkoa the territory with the lowest degree of inequality in Europe, starting the usual marketing campaign. Today, in view of the above, we wish to stress that Markel Olano has become the most politically responsible of the labour market in Gipuzkoa and of the precariousness of workers.
Gipuzkoa, far from being the least differentiated territory, becomes the largest division of castes and classes by Markel Olano. The change in the tax policy of the Member that took place at the beginning of the legislature was only the beginning of that path.
And it's no coincidence that this is the case. If Markel Olano drives outsourcing in the Deputy, it is because he puts his policy in the service of private economic interests. That is why it is constantly pushing for subcontracting, which strengthens the privatization of services. It does not do so in order to reduce the Member’s staff expenditure, but to protect mainly the interests of the private sectors. This practice has meant a round business for the entrepreneurs who are their friends, because in this way public money is passed on to private hands, of course, at the expense of precariousness.

Markel Olano bases that privatizing path on two lies. The first, saying that private management is better than public management, while reality shows us the opposite, the quality of outsourced services is almost always worsening. And secondly, it says it lowers costs. This argument is also not true, because the profit margin of the subcontractor must be guaranteed.
If it were to the detriment of the employers, the PNV would not pursue this policy. The real victims are the worker and the service and, therefore, the citizen. Pay and working conditions deteriorate in the former (the Deputy is paying less than €5 per hour), which worsens the quality of the service and the affected person is a citizen.
This policy of subcontracting, promoted by Markel Olano, destroys public employment in the first place. The same service is offered, financed from the same budget, but with a small number of workers. And on the other hand, it drives extreme precariousness, because the ultimate goal is to ensure profitability.
Faced with this situation, LAB calls on Markel Olano to make clear commitments for the Deputy Head of State to guarantee employment and improve working conditions rather than to promote subcontracting.
We must not forget that, in most cases, subcontracting is a way of privatization. LAB believes that a clear commitment must be made to quality public services. This means putting an end to the commodification of services. In our view, a public sector that respects the rights of workers and offers a quality service is needed, which requires the publication of the privatised.
